So SGO ran a story and there seems to be a developer who's ready to get a new NCAA game up and running.. some devs who made the Rugby and Lacrosse games

This is by IMV gaming. Not trying to crush anyone's hopes but, they still have to meet half of the developers funding cost for the developer to start. Currently IMV is at less than 100k of 2.5M.

While that is true, all they need to do is get the game out there.. lay a solid foundation to build upon. From everything I've read and heard, they are really looking to the community for help in not just funding but also feedback on how the game should play and look. This could be finally be a football game where the community has direct input that's put to use. I know it's wishful thinking

Yes, but they still are 2.4 million away from even having their half of the funding money. IMV are big dreamers but this is not going to happen any time soon, if at all. Also, that lacrosse game was not that good, and I say that as someone who kickstarted that game twice (first one failed, second one succeeded).
