Gimp is free. As is Pixlr. If you're familiar with photoshop or clipstudio those are like easier versions of those.

I'm not aware of any simple ones like the suites that come inside other games. I just use Photoshop CC 2015. It's the last one I bought and I have no interest in paying for a subscription. My friend uses paint.net it is free. These two can be somewhat complex though if you are new to this sort of thing.

Bing AI (https://www.bing.com/images/create?FORM=GDPCLS) can get some good results, but it's best to avoid letting it put writing or text on the logo, as it will often misspell it. For example, you're a Marshall fan. So here are some samples of some stuff it can create.
