Rating the OUA in comparison to FCS and DIV II

just looking hopefully for some of the roster guys from the FCS project to give me some insight towards rating the OUA (ontario) for NCAA as currently i haven't really adjusted them. Most teams are DIV II to FCS quality in my opinion so hoping to get some insight in recruiting. My base for rating teams will be Simon Fraiser of DIV II from BC, who was previously garbage in the Canada West conference. Now last year i believe they went 3-7 last year, despite losing a large chunk of the roster due to eligibility differences (5 years in Canada). Was hoping some one from one of the projects would be able to help me out in rating these teams as i only have rosters left to do, and 4 of the 10 already have accurate rosters aside from ratings
