The devs stated earlier that the teams in HC used the draft value chart that is used by actual NFL teams. A copy of that chart can be found here:

I will be using the new one. The old Johnson chart is flawed, but at least it is in there.

I honestly can't say which chart is used. I just know that the engine uses one of the actual charts. That was more than good enough for me...
