I believe that it is actually if you allow the CPU to control trades that it would value todays picks more then next years picks. I could be wrong but it seems to me that with all the other info we have about the philosophies that this would be the way it works.

ah, so like most other philosophies...it doesn't apply if you're manually controlling...

I could be wrong, and I would be very very happy if a kind dev would come in here and give a definitive answer

At any rate, yeppers I do believe if you sim the draft, your gm would "under"value future picks, valuing present picks more. However, I am ***-uming hehehe, the same thing applies if you run the draft. At least it seemed that I got more "this year" pick offers when I set it that way.
