PRACTICE SQUAD...

isn't this the story of one, DEREK ANDERSON?

ex-Ravens Coach forgot his name, placed DA on the practice squad instead of cutting him..

Cleveland swooped in, signed him and the rest is history

So yes, they are under contract to a team, but they may sign with whichever team they wish (if the other team offers them a spot on their 53-man roster), which is an interesting dynamic in terms of how to handle it in a video game. You could make a case for either one, really.

sad to say but they don't have a practice squad. if they did i think this game would be even better.

i chose to let them be since they are pretty much FA's but it would be sweet if this game had practice squads

I agree. Practice squads for the purpose of getting players familiar with your playbook would be great. So when that starter goes out in season/career ending fashion, its not a total loss at the position for the rest of the current season because you have a player who knows the plays, or can pick up other players from other teams familiar with your playbook.
