Depending on alot of factors can cause some players to lose speed, some of them are age and injuries, but I have also learned that heavy production can start to wear on players and if ur trainer isn't very good in fatigue then they can start to show signs of wear and tear...

But with him only being 35 with that low of speed is just plain crazy, it shouldn't be that low unless he wore himself down and got injured badly one year...

Check his stats. If he is constantly playing tons of downs during games, or constantly having 90-100+ receptions in a season, then that might be it.

But really, for it to lower this much, I'm going to bet that at some point he had a major leg injury and had a crappy trainer at the time so that it had a lasting impact on him after he "recovered".

And that's why, little Johnny, it's important to eat your veggies and grow big and strong so you can be faster than lightening at 50 like Jerry Rice!!! (That was actually tested on Sports Science..The man fires off the line of scrimmage faster than lightening strikes, and he's in his 50's...Imagine him in his prime!!)
