Number of plays in the Gameplan?

My first year each play in the Gameplan could be used 6 times.

Then I lost both my OC and DC. Defensive Gameplan got me 2 uses and offensive got my 4 uses.

Later I changed teams and now I get four uses of each Gameplan play.

My theory is that it has to do with the Strategy Skill of the Coordinators but I haven't got a lot of confidence in that guess.

I'm pretty sure it's the Strategy skill rank of whoever you've given control of the playbook to-I've never had more than 5.
