No, they are different. At least they were during the beta. The ACOG is godly.

I think its one weapon attachement per weapon, but they have 3 "specs"

You are correct. The first attachment you unlock is the red dot sight. The 4x scope comes next. Recon class is a little different. I believe at one point recon has a scope to unlock that automatcally spots the enemy once you have them in your sights.
