Look at this bike. It's a little more than $200 but you're buying quality and a lifetime warranty.
Would that be decent, regardless of if I'm on a trail, or just riding around a neighborhood? I too am looking for one solely for fitness, and this is my price range to start. I want to prove to myself that I'll actually use it, so I don't want to dive in too deep money wise right from the start.

Sure. That bike is meant as a MTB but there's no reason you can't ride it on the road.
The tires are made for the dirt, but you can always get some cheap road tires.

Great. What would you consider one step up from that?

To start I wouldn't want to go over $350. Preferably under.

These would be my recommendations....

http://www.performancebike.com/bikes...9632%2C1127640

In my personal opinion, I would try to stick with Fuji, Diamondback, or GT. In that order. But also the components are what makes up the bike.

Most bikes at a BBS are gonna have the same frames but the components will be different (as every bike is) but the components at a BBS are generally going to be plastic and a literal POS!

I'd agree with that order. Fuji is really good and reasonably priced. I still have a Fuji Nevada 2.0 from 2009 that I use when I ride trails.

It can be a gamble, but Craigslist has a good selection of used bikes people are looking to sell.
