Two questions..Sony's NFL game, when? And can you actually create plays?

I remember Sony going the route of the MLB:The Show, except with fictional football players. There were some stories and pictures about it in the past...Is it still coming out or is the idea long axed? Also, any current football games actually let you create plays for your offense/defense? I wouldn't mind getting into this and becoming my own coach...just imagine running whatever schemes you want and place your players wherever you want, with instructions on what to do, like blitz, drop into coverage, just some neat ideas.
