Depends who would be making it, game modes, etc.

If it had a good engine, say maybe Unreal 4 that would be promising.
Having NFL license would help a lot, but if it had deep customization I think it could still succeed as long as gameplay is sound.

You're all pretty much explaining JMF16 since Unreal Engine 4 has Natural Motion in it, the engine that BB used and Damon Grow said NFL 2K5 was their inspiration.
