Some people will save their dynasty after creating a recruit, and when they progress to the recruiting screen, they'll check his status. If not interested, reload the dynasty from the save point and try again.

Plus, all it takes is putting him on your list and scouting him in preseason to draw interest. You'll be at the bottom of the list, but who doesn't like a challenge.

If the person you are moving the points to is being recruited by the CPU, you will probably be too far behind to catch-up or even unlock the recruit if you wait until someone on your board commits, which likely wont happen for several weeks. If that person you want to move the points to isn't being recruited by the CPU initially, you are running the risk of not building up a big enough lead to keep CPU teams at bay if they do start recruiting him around the time you do.

My understanding is, if it's a potential dealbreaker like close to home, depending on your letter grade in that area the player is more or less likely to sign with you. An A+ means that he could sign in three weeks where as a C- means he could wait all the way until offseason to sign.

As I said this is only my understanding since I've never lost a recruit because of this issue as long as I was in the lead no matter my letter grade in that area.
