when you drop back move the right stick then it comes on. If you dont touch it then it will stay off

You can also hold the left trigger after the snap and then hit a recievers button. This will automatically lock onto that reciever. If you continue to hold the trigger, you can switch your view to recievers by hitting there button once. To throw to a reciever hit the button again.

I didn't play 06 on the xbox, and I thought after reading about the cone, that I wouldn't like it at all, but it actually helps me. Instead of watching the rush, I'm watching for holes in the coverage and actually find it easier to pass than any previous football game I've played. I also think the precision pass thing is the best I've seen in a football game. I feels just right to me. I'll be happy to get a full version of madden to play with these mechanics. :)
