Can a player go out of bounds and come in to recover a fumble?

I think that one's tricky. If I recall correctly, you can't be the first person to touch a live ball after going out of bounds, nor can you recover a fumble if you're half-in/half-out. But I think if you go out - come back in - and someone else touches it.. then you can recover it.

IIRC, you can also establish yourself as a legal man (i.e. be in bounds for a few seconds) and pick up a fumble. The rule is kinda tricky.

Yes he can...

If the ball is touched first by any eligible receiver (tipped by a defensive lineman, slips through a receiver's hands, hand off to the RUNNING BACK, etc) every non-eligible player on the field immediately becomes eligible.

I think this is the correct answer.
