If you want QB that can make plays and pass, then those three ratings should be the most important, and ratings related to running like speed, carry, toughness, would be less important, and like for any position, injury and learning ratings are important as well.

It doesnt matter what kind of QB it is.
I have a list of attributes starting with the most important:

1.Play knowledge/Learning- The better the QB knows the play, the better the result
2.Toughness/Injury/Health-The higher each of these are the better. Lets fact it, a QB is going to take some hits, right? He has to be tough game to game to maintain his position as leader of that offense.
3.Awarness- The QB has to be aware of all situations. Pressure, open WR, mis-matches, throwing the ball quick enough to avoid a sack
4. Here is where Throw power, and accuracy comes in. the #4 most important thing. The best QB's in the league or in history have the above 3 qualities 1st. Those really matter.
5. Everything else after throw power/accuracy, is good, its like adding sprinkles to a cup cake. It makes it better. You get what im saying.
