Different colored Recruiting Interest Bar?

I've seen this question asked here, but not answered.....

I'm recruiting as Maryland (3* prestige)

When I call up a recruit, some of them will have green interest bar after the school. And some will have a red interest bar next to the school name. For example, a WR I was looking at had Wisconsin #1 and Maryland #2 with green bars and various levels of interest, but schools 3-10 had red bars and various levels of interest.

To me, green means "go"(recruit him) and red means "stop"(don't recruit), but wanted a definitive answer.

As far as I can tell it's like a stop light, you have to raise a recruit's interest from red to yellow to green, it jjust indicates rough level of interest.
