Reasons:
Progression issues: ie: There should not be 20 players with 99 overall after 1 year.
I do this by following simple and flexible guidelines:
I have very few Players starting out as 99s. I am not sure why NCAA started handing out 99s so freely. For example I have Tebow at 97 OVR at QB and 87 as a TE/FB/HB (Where some project him in the NFL).
I use a combination of what the players production in college along with their Pro Potential. This makes it better for the Draft class going into Madden as well!
Freshman - should mostly be in the 70's except for 5 star recruits who ARE in the teams depth chart!!!
Sophs - Highest rated Soph should be Julio Jones and he should be around 91 not many sophs that I am aware of should be higher than that. most from the FR all american team last year are around 87-89
Juniors - If they have pro potential it can vary on the player but most should be around 90 if they are projected high. This should be based on college and pro potential from Scouts Inc on ESPN. If they do not have pro potential and are considered all conference in a BCS conf they should be around 86-88. You can make a player effective without having his overall so high. This can fluctuate depending on the team/conference and the teams success. This is how I will edit the teams to make them like their real life team.
Sr - If they have pro potential they will be ranked according to their College production and NFL grade through Scouts Inc on ESPN
Some unique player situations: SS - Stevie Brown MICH I have him at SS but at LB in the depth chart and adjust his ratings to make him appropriate for college and pros. He will be going to the NFL as a safety. Same Harry Coleman of LSU. WVU WR Jock Sanders is at WR but I am considering moving him to RB because that is what he is listed at by WVU and his skill set is projected to be a Darren Sproles type IF he makes it to the NFL.
I currently have 33 teams done VERY accurately. I read all the reports on the freshman before changing their attributes if needed. I edit the other players based on college production and pro potential from different NFL draft rating sites, including Phil Steele, Scouts Inc, ESPN, NFL Fans, Mel Kiper, etc.
Finally after the roster file is complete and we get closer to signing day I will begin making a roster file with the 2011 Freshman that will be committing in February.
I did all of this last year as well.

The expected work load is a minimum of 2 hours per team I am fine doing it slowly myself but figured there may be some out there who would like to help and then the file could be done sooner. If I get decent Help these could be out by the First BCS Polls. Without help I am not rushing and Looking at December 1st. I am a grad student and last year I did not have an internship and other commitments so I could really use the help this year.

I have the roster file loaded to my gamertag (gatorbull) for your evaluation before we start working together to make sure we agree on the direction of the project. If you just want to help name that is fine as well. I can make the skin shade/number/class/ attribute adjustments later.

Please feel free to give advice on the rosters as well. it is impossible to follow every team every week. Howeve I will not make knee-jerk edits based on one game ie: Oklahoma loosing to a very good BYU team, did I make adjustments yes, but not drastic. OU held them to 14 points, and were missing their best Receiver for the whole game and a first round draft pick QB for the 2nd half.
