what is the sequence of off-season events for an online franchise? ie progression, draft, free agency, etc

a league that i'm playing in is coming up on the offseason and i've heard there is no free agency...what are some of the rules/systems you guys have put in place to keep things somewhat realistic and to prevent user teams from turning into powerhouses full of players rated 90+OVR?

does the cpu cut players in the offseason?
