What does the offensive aggression slider control?
 

Does it make teams more aggressive to throw down the field, maybe resulting in more ints?

yep.

if you set your team's off agg slider to be more aggreassive and you sim the game,you will notice that a low rated qb will have terrible stats due to his low accuracy ratings.
if you play the game and select "ask madden" you will notice more downfield passes,screens and tosses
