Can you set the recruiting difficulty for everyone in the league? Say you set it to all-amercian and thats what everyones at?

yes, commish sets the difficulty and it's applicable to everyone for that given week. Settings can be changed week to week, but they won't go into effect until the advance to the next week so that everyone stays on the same level for the given week.
