I've had trouble doing stepovers on the move since like Fifa 9, anyone have tips on it... or am I just mentally incapacitated. I can do them easily when the player is standing still.

I have found that you momentarily need to release the left stick while performing the move. your guy should have enough momentum to carry on for several steps while the skill is executed...then exit in your direction of choice.
I am not a skilled dribbler by any stretch though, but that has been my most effective method to this point. plus with EA making these current gen games so realistic, it isn't probable for a "real" footballer to make dribble moves at top speed. skilled players move VERY quickly for sure, but they still slow down when compared to their actual top speeds
