Does Difficulty change A.I Play calling?

I'm not sure if this belongs in the sliders section or not, but I was curious if anyone knows whether difficulty adjusts play calling at all? Recently I've felt like the A.I calls the exact best play to counter my play about 60-80% of the time.

Everything I have read points to using the Gameplan feature for the CPU playcalling. There are a few tutorials here and there. Although I have also heard that Gameplanning got messed up by an EA patch.

it streaches a few ratings beyond what should be the 99 threshold IMO......
