The same reason why Darron Thomas is rated high, their run attributes are high, which boosts their over all.

That is why you politely correct them when they're wrong. Just because someone doesn't know a mid major's QB had a good year last year does not mean they don't watch college football or know anything about it. I'd say a lot of people didn't realize he had that kind of year.
