Anybody know if Create-A-Play and creating formations have been brought back this year?

No it is not in the game this year. Only Create A playbook is in this year.

Assuming this is like NCAA, you won't be able to create a play. You do have the ability to create a playbook with up to 40 formations in it though.

No it has not been reported in the game therefore this late into development I would say no it's not in the game.

Personally, I'd love to design my own plays because I feel that every play (even the stock plays) were designed by someone. Why not me?

Custom Playbooks will let us select any play from any playbook and build it into our own playbooks. This alone is a HUGE step in the right direction, but I still believe that a 'Create-a-Play' feature is still a few years away (for online use).

Reason being, many people are concerned about using custom plays online and the effect it would have on the competitive balance.
