Scouting set to user yet can't scout..

Has anyone had this problem yet in franchise? Iv played two regular season games now and I can't scout anyone. It says 0/15 but when I try to click a player to scout it does nothing

Yes. You've missed the scouting period and you're looking at the period summary. You need to wait a couple of weeks till the next period.
