CPU Improving User controlled teams

Ive noticed prior to playing my game of the week that the CPU will go through all 32 teams and 'improve' them even though I control all 32 teams in Franchise...by signing FA...the Browns signed David Garrard..I cut him..they proceeded to sign him 2 more times...

Franchise Options..all set to USER for ALL 32 teams...anyone else experiencing this?

I dont think so...the Jags keep signing a kicker Nedvey 84 but they already have Schobee 82

Change free agent signings and update depth chart to USER.
