There are no fantasy draft leagues on Next Gen.

You can't do a fantasy draft, can't set difficulty, can't set period lengths, can't have continuing seasons, and don't have any CPU opponents.

Not true. I was playing around with the configurations and it allowed me to do a fantasy draft, set difficulty, etc.

On next gen? No, there's not. There are on PS3/360, but not on PS4. Can't comment on XB1, but since PS4 and XB1 have the same game, I'm going to feel good about saying it can't either.

The only options you have when creating a league are number of teams, season length, number of playoff teams, and what roster to use (if you want to download a custom roster, though the custom roster did not work for our group when we tried)
