Cap penalties. If a player is still owed guaranteed money when you cut/trade him all of that money is counted towards your cap the next season...so...i am very football literate, but in madden 18, with my current franchise i am (because of trying various things) negative 20 mill in salary csp space when it comes to trades and signing free agents, but i have 37 mill. in cap space to resign players on my roster. ????

The first kind is wrong. The second is superfluous.

Re: explain this one
It's because re-signing your own players is for new contracts that go into effect the following season.
You have 37M free for next season based on existing contracts but are apparently 20M over the cap in the current season. In other words, your roster would be illegal in NFL terms and you would be forced to get under the cap effective immediately, were you trying to play under those rules.RFF
