im at a loss, i can't find an answer anywhere. The option is just not available. Please help I'm pretty new to the game. still using the 20 version (image of issue attached)

Also I have gone to options and I’m set as GM/Manager and I’m also I’m set to initiate and react to trades and I’ve tried play in commissioner mode as well and still nothing
