Open the EA DB Editor for your dynasty or roster file.
On the teams tab, there are 6 fields for your colors. An RGB for primary and another RGB for your secondary.
TBCR - primary red
TBCG - green
TBCB - blue
TB2R - secondary red
TB2G - green
TB2B - blue
Your PRIMARY color will be the main color for team select screen, play call screen, scoreboard background color in game, cleat color 1, wristbands, knee braces, and the main color for your fans.
Your SECONDARY color will be the secondary color for your fans, and your cleats.
So if you wanted a full white out, change all 6 fields to 255 (max value). If you wanted a black out, change all fields to 0.
Keep in mind though, your team equipment color will match your primary color so if you went with a white out, you will lose team color wristbands (say they were red before) and your knee braces would lose that red as well..
ALSO, the very far right column should be UDBC. You will need to change this to a 1 (the default should be 0). This tells the game to look at your team colors, rather than that built-in TCRP column. You DO NOT change TCRP column during this edit.
I admit it's not perfect, but it is slightly better than the old 'change column TCRP' way depending on your team's colors. A Penn State 'white out' is pretty cool looking as well as a 'yellow out' for Oregon.
This is a simple edit and you can always change it back after you play your game.
