Looking at the official forums it looks like EA has been sending the wrong beta codes to people. With people getting codes for the wrong console.

I know just don’t understand it all of their other sports games are no where near as bad as FIFA is I just think the people who make Fifa have no idea of how football is played or they are just really bad programmers

I can't blame Devs for beta code issues. No telling how EA determines who gets a code or not. People who play hundreds of hours don't get a code meanwhile someone who only played an hour or two gets one.
