Budget changed from weekly to yearly and logic improved

Call up/send down and contract negotiation logic improved

New depth chart is in franchise mode

It was changed as well, but it was tied to a MTO question, so I don't want to say that its changed for franchise, but I would assume it would be.

Guessing we aren't getting expanded rosters, would think that would have come up.
