BB% if you're looking solely for control. WAR is all-encompassing, WHIP obviously includes hits, and ERA is more of a body of work stat, although it can be misleading at times (pitcher with a lower ERA than expected because they have a good defense behind him or vice versa).

Out of these three? WHIP

Outside of them, %BB is pretty good for control. If you really wanted to get fancy you could use PITCHf/x to go pitch by pitch and evaluate yourself if a pitcher had control for any one game.
