Master League House Rules

I'm planning to start a new ML with a 2nd division team (France or Spain) with the default roster. Seems like it may be too easy to just sign a bunch of free agents and be good again. Anyone have house rules you use to make building your club more difficult? I'm thinking about only allowing myself to sign players my scouts have brought to my attention and transfer listed players. Any other ideas?

You can only sign or loan contracted players, no signing of free agents allowed.
