Konami has announced AS MONACO as a new partner club for PES 2019. The club will be faithfully recreated in game.

Konami Digital Entertainment B.V. has announced AS Monaco as a new partner club for the forthcoming PES 2019. As part of the agreement, KONAMI will produce a dedicated cover featuring stars from the top-flight club, and will also play a key part in future Ambassador activations.
AS Monaco (Association Sportive de Monaco Football Club) was founded in 1924 and plays in France’s top-tier division. Based at the iconic Stade Louis II in Fontvieille, AS Monaco is one of French football’s most successful clubs, winning eight league titles, six domestic cups, and are regular participants in European competitions.
KONAMI is working closely to ensure that the club, its stars and Stadium Louis-II – which will be made available via download shortly after launch – are all perfectly recreated in the forthcoming PES 2019. Every member of the squad will have their playing style and stats matches, while all kits will be faithfully integrated into the game. Similarly, the French iteration of PES 2019 will also boast a specially-created cover featuring global star Phillipe Coutinho and legendary AS Monaco Captain Radamel Falcao.
“This is a wide-ranging agreement with AS Monaco, which will see this illustrious club working closely with KONAMI across a number of avenues,” commented Jonas Lygaard, Senior Director Brand & Business Development at Konami Digital Entertainment B.V. “In addition to working closely with the club to ensure they are perfectly recreated within the game, we are delighted that a player of Radamel Falcao’s calibre has agreed to become our local Ambassador. PES 2019 will be available on PlayStation®4, Xbox One™, and PC STEAM, on August 30th. PES 2019 will be available in two physical editions, with new global ambassador Phillippe Coutinho on the front cover of the standard edition and David Beckham on a special edition which gives fans the opportunity to unlock myClub bonuses. Also available at launch will be a digital-only Legend edition that will include even more content for myClub!

Monaco instead of Barcelona...
Are they running out of money?
I have to say the videos have not wowed me... the cinematic effect is still present (scoring a goal, making a save, etc. look amazing).
But there is still evidence of huge spaces in midfield, no difference in speed when running (the animation is 5 years old) and the clunky dribbling mechanics / animations.

Man, I would love it if they pulled off something like that with Ligue 1. I much prefer PES gameplay, but seeing a generic Parc Des Princes next to what EA has achieved in their game... well, it's just an eyesore.
Outside of EA's current Premier League arrangement and PES' La Liga arrangement a few years back, I can't recall an instance where a football game managed to secure the rights to an entire league, teams and stadia. And even with the PES La Liga licensing, I'm pretty sure they didn't have the broadcast presentation package.

It does not bode well...
PES still has Barca. They signed a 3 year deal in 2016.
PES's efforts for Master League this year are terrible so it's disappointing to see one of my favorite clubs sign a deal with them. Shame on EA for never caring about Monaco.*

At least they are licensed in a game with great gameplay.
