Drew Brees has done a great job on his core strength, and I think that has improved his arm strength. While he will never be confused with John Elway, there's no throw in the book he can't make.
Rivers, has better arm strength than people think although it's not elite.
With these two guys, it's a matter of anticipation, timing and ball placement.
Dan Fouts was one of the better downfield passers of all time. His arm strength was average at best. Anticipation, timing and ball placement, again. That and being in an offense that creates downfield opportunities.
If he pulls his head out, with the system they have and the physical tools he has, Jay Cutler could be on this list.
Yea, there weren't any parameters set in the OP as to what qualifies but I think Cutler can throw the deep ball with the best of them.
Also, people who say Rivers can't throw downfield well haven't watched him enough.
And as PPM mentioned, I was surprised to see McNabb included in the OP as one of the better deep passers. I don't think he's bad, but I have never seen him as an above average downfield passer.
On the homer note. Based on last year I would have no issue throwing Orton in the category of worst, but that being said, he has actually looked good doing it this year in the preseason as it seems to have been a point of emphasis. The Broncos fell last year because there was no downfield threat but he has looked good thus far when implementing more downfield throws into his game.
Everytime I've seen McNabb throw deep, instead of hitting his Receiver in stride I've usually seen him underthrow his Receivers for the most part and they would have to come back to the ball. I think he did it a few times against the Ravens last week as well, if I'm not mistaken.
I do't see how McNabb throws one of the worst deep balls in the league. our the only person I've ever heard say this. I'f McNabb couldn't throw a great deep ball, he probably would't be in the league, because he isnt greaton short routes.
i remember watching desean jackson be so fast and so open that he had time to come back to one of mcnabb's deep balls last year and still burn the defense.

i don't think he's as elite a deep ball guy as he used to be, but he makes all the throws. since teams are still scared of the colts' vertical game, it's not as big a part of their offense, but he makes a lot of accurate throws 20+ yards down the field that fit in places they shouldn't (remember the super bowl throw to dallas clark) that compensate for his lack of 40+ yard opportunities.

Brees shoulder injury actually made him stronger cause he said during rehab he worked on his back shoulder muscles which he never really did and that year of training camp he had to use his legs more when throwing
