If Tony Dungy is a lock, then Mike Holmgren is definitely a lock as well. And if Andy Reid wins a Super Bowl then I can see him getting in a well.

I suppose I view it in this light... If the goal is to have as many wins as possible and to win the SB as many times as possible, the rest of the circumstances surrounding that are extraneous IMO. Dungy and Cowher's record and SB record don't really hold up to Parcells and Belicheck IMO.

If extraneous circumstances are to be added to the equation, Dungy had to deal with more than Cowher (heck, his son killed himself during a season...is there anything worse than that?). It's a tough call.
I think their careers are pretty close too. I really think being the first Black coach to win the SB makes him a lock though (along with a very solid career). I don't tink too many extraneous circumstances should be considered with selection but I think being the first to do something NFL related should be considered.

Interestingly, this is also how Vince Lombardi got into the Hall of Fame. First white coach to win a Super Bowl.

The only one I could see is Dick LeBeau.

He has been in the NFL for a very long time and has been remarkably successful. For a league that sometimes stands for "Not For Long", LeBeau has been a pillar of near greatness.
