Commissioner to much power?

What are your thoughts on the NFL system and how it is ran. From contracts to suspensions. Does the NFL Commissioner have to much power? Should it have some type of branch system, sort of like the government with (Exec, Legislative, Judicial.)

For my lack of knowledge, I want to know, when the Commissioner hands out suspensions, who all is involved in his decision? He may be influenced by others but is the type of suspension (length and etc) strictly up to him?

Donte Stallworth was suspended without pay, was both the Owner of the Browns (the person who pays him) and the Commission both part of the decision?

This isn't about Stallworth just an example...
