It will actually help small market teams. Its uncapped, but there are many rules in place. 1 big rule, even for UFA, they can only increase their salary by like 30%. So there aren't going to be a lot of big contracts being signed.

the rules were made to help push both sides to get a deal done..or at least force a lockout/strike.

People are thinking that teams can spend like the Yankees on the whole pro bowl team. Problem is, there won't be any top tiered free agents to bid on, as teams will have additional tags to put on their top three players. Even with that, only players with at least six years will even be eligible for free agency. Playoff teams get penalized, and the draft ends in 2011 as well.

Well the availability of talent is a lot better in football than baseball. Also, players don't last much past their rookie contracts in football, so even once they hit unrestricted free agency often times they'll already have their best years behind them. Really, just about any team can do what the Colts have done and blow their whole cap on about 3 key players (QB, pass rusher, and something else) and go bargain everywhere else. You can field a great football team that way.
