2. Drew Brees

After those it gets harder to determine I think...

3. Brett Favre
4. Peyton Manning

I'm not talking about arm strength. As far as I know, Jamarcus can throw it as far as he can, but he still can't hit a target ten yards away from him.

please explain what you mean by overall arms then. Jay compared to Peyton, accuracy isn't close

Overall, which I assume means power and accuracy, my list is different.

1. Brees
2. Rodgers (might be a reach, but his passes are beautiful to watch)
3. Brady
4. Manning
5. Not sure, maybe Philip Rivers?

You're still not thinking in overall terms. Accuracy and arm strength combined is 'overall'...
