1) How are you measuring accuracy? Incompletion does not equal inaccurate. I didn't think he or Joe had too many accuracy issues in that game.

2) He's a rookie against the #1 defense in the NFL. Suggs puts fear in much more seasoned QBs. Not sure how that's an example of him being a bust.

Yeah, I am positive that they don't start the clock if the returner takes a knee.

yep, if the returner catches it and then runs sideways in the end zone, then the clock would run, but they have to actually start running

If the returner makes an effort to leave the endzone the clock starts. I don't think that's giving himself up (taking a knee). They'd probably even reset the clock if it appeared he was going to come out but then took a knee. The example might work with him getting tackled in the endzone.
I am measuring accuracy by how many times he threw the ball and it missed its target; that happened frequently with both QBs.
On the clock issue I think you are right. I assumed that the other poster thought the clock started when the kicker kicked the ball.

when would it be an adequate time to make a prediction? After the would be prediction comes true? Am I to only say he will be a bust when it has been demonstrated that he is in fact a bust?

No, didn't really happen that much for either QBs. Even if you want to count the 3 bombs Flacco threw, they were all where they should've been but the defense prevented the Wrs from getting to the spots. Accuracy didn't play much of a role at all in the passing numbers of Joe or Blane.
