If the play in the Steelers vs Cowboys game was an incomplete pass that one has to be as well right?

Edit: I also hate that the coach can't challenge that play. I'd like a chance to force the ref to go under the hood to watch it himself.

The booth confirmed it instead of signalling down to take another look. Not a fan of that at all why does the booth get to determine catch or not in that situation instead of just letting the ref take a look at it.
