Who the hell is "Hugh Hart"?

Does the 3rd place game count towards this?

There's so many weird rules in this competition.

I’m Hugh Hart. I think the best bet for the third place game is to wait an hour before the game when the official lineups are out then do your transfers. But I agree with you on the rules, some of them make no sense.
