I see that I am ranked 1st. Does it mean when a new player in real life is transferred to the Premier league and added to the Fantrax FA pool, I get first dibs at him or something?

Correct! If you don't sign a player from waivers, you won't lose your spot, so you'll still be first next week. If you do claim a player, you'll then go to the 10th on the order.
