Grand Prix Challenge. Formula 1 Championship Edition, a 1997 PSX game, is a close second. I'm not kidding. The gameplay is superb, and the racing model is very challenging and requires a good grasp of formula-car setups.

Avoid EA F1 games like herpes. They're dreadful -- terribly unrealistic.
