Quickest way is to scroll down to the very bottom of the forum page and there's a bar to select you forum skin, however this option seems to be covered by the banner ad at the bottom

Emotional support animal probably. I get there are people who have emotional issues where having an animal with them can provide comfort, but no doubt there are plenty of people who will just use it...
