If you start a new MyLeague and select Salary Cap OFF and Hardcap ON, you can sign every player you want at any salary... There are no limits... I set Hardcap at 90M$ and I'm able to sign players for...

Starting a new MyLeague, if tou set Salary Cap OFF and Hardcap ON tou can see a BUG.
You can sign player over tour hardcap limit... I setted Hardcap at 90$M and I signed players for 130M$
