I’m not sure money-making modes are preventing devs from brainstorming new mechanics year in year out, it’s the hardware. Just look back to 2K14 and then the mid-gen engine swap on 2K18.

Seems like an issue many cross-gen games using outdated hardware are having. They all feel iterative with minor fixes.
