Yeah, playing with 15 min/15 sec, I have played two games with zero penalties either team of any type (despite, for example, having aggressive blocking on most of the game).

Are you actually seeing any penalties on Competitive? With 1.8 and now 2.0, I have seen virtually none (significant difference from 1.7 on sim).

Not really true. With slider settings you can get close to realistic rates for the most commonly called penalties (minus DH). On PC, supposedly, you can get even more realistic penalty and injury...

Where would I go to remove (or at least up) the hard limits on fumbles and blocked kicks?

I know they probably happen too much, but it destroys suspension of disbelief to know that if it happens...
